Regulatory compliance made easy...

Regulations in general can be a daunting prospect. The confusion and uncertainty around them are often the reason why many projects never get started in the first place, and with the constant regulatory revisions it is difficult to go it alone.

We take all of the hard work out of introducing new products to the markets by working with you and advising you where needed. Whether it is initial/interim testing, IFRA restrictions, safety reports, CPNP/OPSS submissions, responsible person obligations, packaging regulations and more, we can make it seamless.

A little more information on testing and notifications...


  • Compatibility Testing: This is a test over a given period of time in our incubators. This test determines both the suitability of your packaging and your shelf-life.
  • Preservative Efficacy Test: This test sees a sample of your formula inoculated with a variety of organisms to determine whether or not your preservatives are up to standard.
  • Cosmetic Product Safety Report: Known as a CPSR, this report is an assessment of whether or not the ingredients and their inclusion rates are safe for use and unlikely to cause reactions. The two parts of the CPSR are both included in your Product Information File.
  • Product Information File: Also referred to as a PIF, this is a file which incorporates all of the above reports and additional information regarding the product itself.
  • Responsible Person: Cosmetics placed on the majority of markets must have a Responsible Person located in that particular territory. We can assist with local RP services.
  • CPNP/SCPN: The Cosmetic Product Notification Portal (EU) and Submit Cosmetic Notification Portal (UK) are where the Responsible Person uploads the Product Information File prior to going to market.
  • MoCRA: Cerberus can help with the new Modernization of Cosmetics Regulation Act (2022) that forms the new basis for selling cosmetics in the United States.
  • ASEAN: The Association of Southeast Asian Nations (ASEAN) is a regional grouping that aims to promote economic and security cooperation among its ten members. We can work with you to achieve market approval.
  • PMD: Cosmetic products in Japan are regulated by the Ministry of Health, Labour, and Welfare (MHLW) under the Pharmaceutical and Medical Devices (PMD) Act. Cerberus can work with you to achieve market approval.

A little more information on labelling and transport...


  • Labelling: Regulation (EC) No. 1223/2009 provides the legal parameters for what information should and should not be visible on any given label, depending on its contents, type of packaging and size.
  • Ingredient Listing: When designing labels for cosmetic products intended for sale in the UK/EU you are obligated to display the contents by order of quantity using the INCI name/s. Any ingredients included in quantities less than 1% can be listed in any order with allergens ordinarily listed at the very end.
  • Languages: The language you are obliged to display on your labelling is determined by the local member state laws (EU). For example, products sold in the UK, Malta & Ireland can simply use English, but for Luxembourg you need to display the information in French or German.
  • CLP: Depending on the contents of your product and its intended/marketed final use will determine if your product falls under Classification, Labelling & Packaging (CLP) regulations as opposed to cosmetic regulations. For CLP, there are different rules depending on the product class and mode of transport. A good example of this might be essential oils, which if marketed for anything other than a cosmetic use, will require the relevant hazard pictograms and warnings on both inner and outer packaging as well as a Dangerous Goods Note with every shipment.
  • Animal Testing: We do not, and will not, work with or take part in any form of animal testing. We applaud the complete ban on animal testing for cosmetic products which is currently in force across the EU and hope other markets across the world soon follow suit.
  • Exports/Logistics: We can dispatch your products to destinations across the globe on your behalf, handling the associated paperwork, or we can simply help where you might feel a little stuck with something. A common occurrence when dealing with hazardous materials, or when EUR1 certificates are required.
